Aim/Mission
1.1. Bournemouth and Poole Local Safeguarding Children Board (B&P LSCB) is committed to safeguarding and protecting children and young people and wants to build and develop robust systems which will enable this goal to be achieved in line with national and local guidance and recommendations.
1.2. Safeguarding and promoting the welfare of children and in particular protecting them from harm require that each professional understands their vital role in this work and uses their particular skills appropriately. Effective joint work is crucial to the success in keeping children safe. Agencies and professionals need to ensure that they all understand their responsibilities; and that effective guidance and support is in place to promote children’s welfare.
1.3. The aims of this group are to ensure that safeguarding and promoting the welfare of children are integral to the governance and management arrangements within all statutory members and associated voluntary partners of the B&P LSCB. • To ensure that there are effective systems in place to safeguard children. • To monitor the improvements and effectiveness in practice are evidenced through the implementation of recommendations from Individual Management Reviews (IMR), Serious Case reviews (SCR), Case Audits and National Enquires.
Authority
2.1 The Performance and Effective Practice Sub Group has the delegated authority from the Bournemouth & Poole LSCB to undertake the work as set out in the Terms of reference.
Objectives
3.1. To monitor the effectiveness of current practice in protecting children from harm both ongoing and as set pieces of work highlighting any areas of practice that need to be addressed. To learn from identified problems in practice and ensure the message and learning reaches all staff.
3.2. To produce a comprehensive governance framework in relation to safeguarding children arrangements seeking evidence of compliance with the relevant national and local performance standards and quality indicators.
3.3. To seek evidence from agencies (through audits) of the action plans to implement recommendations from Serious Case Reviews and Individual Management Reviews and evaluations of their effectiveness in improving practice.
3.4. To develop a work programme based on the current objectives, to deliver the B&P LSCB business objectives with specific focus on the following: (or 'the above 3 points will be incorporated into the Workplan')

- Others may be co-opted as appropriate.
- Members should endeavour to attend all meetings or arrange for deputies to attend in their place.
Meeting Arrangements and Frequency
5.1. The minutes of the meeting and agenda items to be circulated in advance of the meetings.
5.2. Agenda items are invited and must be received by the LSCB administrator one week prior to the meeting in order for them to be included.
5.3. The group is chaired by the Deputy Chief Operating Officer of Health Improvement and the Vice Chair is the Named Nurse for Safeguarding /Vulnerable Children Team Manager. This will be reviewed on an annual basis.
5.4. Meetings to be held bi-monthly and can be expected to last approximately 2 – 4 hours depending on the nature of the meeting – business or audit review.
5.5. Any necessary actions will be identified and agreed by the group as will the individual responsible to take these forward and this will be minuted in the meeting. The Safeguarding Development Officer will collate, prepare work as agreed at the meeting. Apologies should be sent to the LSCB administrator in advance of the meeting
5.6. Agency representation of all members as listed in section 4 and must include the Chair or Vice Chair. Non attendance and lack of a representative will be highlighted to the LSCB Chair.
Accountability
6.1. The Performance and Effective Practice Group is a sub group of the Bournemouth and Poole LSCB and this group will report back to the B&P LSCB on a quarterly basis.
6.2. Issues arising that cause concern to the Group will be brought to the immediate attention of the Chair of the B&P LSCB.
6.3. All work undertaken is sensitive to the physical ability, racial, cultural, linguistic and religious identity of individuals.

Review Arrangements
7.1. The Group has been established to ensure the Bournemouth and Poole Local Safeguarding Children Board have robust safeguarding mechanisms in place. These terms of reference will be agreed both by this group and within the Sub Chairs meeting on the 23rd of September 09. Thereafter these terms of reference will be reviewed at least annually.
